akm-eval — retired from this repository

The scripts/akm-eval/ toolkit has left akm: its code is kept, to read and not to run, in retired/akm-scripts-akm-eval/ of itlackey/akm-eval, where reports/retired-evals.md says what each retired eval asked, found and why it ended. It is also in this repository's history, at commit f57a7fd44b37 and in the tag v0.9.27-alpha.1.
